Mexico’s national security is adrift. It lost its way when it was defined by the actions of organized crime, leaving aside the importance of a comprehensive focus, since it is difficult to imagine a safe Mexico without prosperity. The attention that has been lavished on a single issue has also led to neglect vulnerabilities, risk agendas and other potential threats that compromise the survival of the mexican State and that demand urgent attention.
Although it is necessary to confront organized crime, it is also crucial to work, from an overall perspective, on policies that reconcile security with development closely linked to the national project, so that the actions undertaken by the current and subsequent governments have continuity, which would make it possible to work, in a systematic way, on the instruments that contribute to peace and national development.
The diagnosis of the problems that afflicts the country is fundamental. In this book, the authors focus on the review of issues of significant importance that, when made visible, can contribute to an assessment on the problem, the instruments that are available to face it and the policies to be developed to address the problem. Complex problems demand equally complex solutions, but the starting point is the recognition of these existing scourges.
